Talked to a developer that works at Twitch about the old username rotation that is supposed to let you take unused names after 6 months. Apparently, it is a cron job that has to be manually run. They're not sure who runs or maintains it currently, and it's possible that no one does and it hasn't been run in a long time. They said they might look into it.
